What is underfilling a position?

Usually it is hiring someone for a lower level position than the one advertised or they are hired with the intent of placing them in. If the applicant needs more training/experience perhaps to meet the minimum for a position because of a rule or policy, then it gives the employee an opportunity to work/train into the ultimate position. If there are qualified applicants who get passed over for an underfill hire, it speaks well for the person's potential to do well.
