Of the things you listed, I'd rank them in order of priority:
One very important thing that was left off the list was our communications infrastructure, such as the national broadband initiative...so I chose to lump that in with technology/research. If that had been included, it would probably be #1.
Also, I'm not sure what you mean by "the lower class." That's pretty vague. I support providing health care and education to those who can't afford them, but since health care and education were both separate options I'm assuming that's not what you're talking about. Could you be more specific - are we talking about unemployment benefits? Food stamps? Subsidized housing? The Earned Income Tax Credit? My ranking of that item could go up or down depending on what we're talking about.

Well im not gonna go off on that one, but basically there is a lot of disagreement that FDR's New Deal was the worst Deal ever made... but thats for a different thread.
It was not communist primarily because of the fact that he did not advocate completely stamping out the private sector.
