Was the Trump administration incompetent or arrogant by not getting a judicial ruling before upsetting U.S. trade relations with the entire world?

Other - adding a requirement that the POTUS get a “judicial ruling” (prior approval from some judge?) before making policy changes isn’t found in the constitution.

BTW, did you have the same concern over Biden’s immigration or student loan ‘forgiveness’ policy changes?

Yes and Biden's policy changes were not of the same magnitude.

If donald would of honored his oath of office, he would of abided by the Constitution.
But donald, in his arrogance, believes his lawyers can always find a way to skirt Constitutional law.
Donald is tragically mistaken.
As are every one of his halfwitted sycophants.

Read the constitution

Article I, Section 8, Clause 1:

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States; . . .

What is (or isn’t) considered (declared?) to be a ‘national emergency’ is a matter of opinion - not something specified by the Constitution or by the IEEPA law.

Indeed, was the Reichstag fire really a national emergency?

a serious, unexpected, and often dangerous situation requiring immediate action.

The National Emergencies Act (NEA) is a U.S. law that established a process for the President to declare a national emergency and for Congress to review and terminate it. The President must specify which existing laws he will use in an emergency declaration. Furthermore, the NEA requires that Congress vote on a joint resolution to terminate the emergency every six months.

Putting our military boots on the ground in multiple areas, attacking habeas corpus, ending funding already authorized by congress, threatening judges, media companies, individuals, lawyers and law firms who dared to publicly disagree with his agenda. He signed an executive order that seeks to take power over elections.
These are just a portion of the unconstitutional pushes Donald is attempting.
Congress and his sycophants are all bending the knee for every Constitutional abuse he tries.
9 months ago Donald swore to uphold the Constitution. Clearly, he never intended go do so.
That makes him and everyone who supports him a piece of shite in my book.

well, since did not explain your No, why should I explain my Yes?

You first. Why is the Trump administration NOT incompetent or arrogant by not getting judicial ruing before going about with Trade Tariffs?
