Was the 9-11 terrorist attack a hate crime?

I did a web search with this question "Was the 9-11 terrorist attack a hate crime?".
What I got back was hits on hate crimes against Muslims.
My question to you is why aren't the 2977 people who were murdered on 9-11 considered to be the victims of a hate crime?
It seems to me that the 9-11 terrorist attack was the biggest hate crime in the history of our country.
Why can't they say that it was a hate crime?
What is the reasoning behind that?

Why would anyone downplay a full-blown terrorist attack by calling it a "hate crime?"

They weren't charged as hate crimes, but swastikas and racial slurs express hatred.
