Yeah...not buying it.

This is even less convincing than the theory that Prince Albert was JTR.

Serial killers, especially ones who commit gruesome murders like JTR rarely if ever stop killing. There would be a string of Ripper-esq murders in the areas around Ghandi and I'm pretty sure someone would have noticed.

If the JTR murders were simply women killings (strangulation after finishing with a prostitute, simple stabbings, gun shots) then you would be correct. The fact that there have been no female mutilations and gruesome dissections of women around Ghandi (and believe you me with the JTR hysteria and sensationalism all across the British Empire someone would have noticed and reported it), is an indication that they're barking up the wrong tree when they penned this... hypothesis.
