I think some portrayed him as a moron, but it was not widespread. He frequently got credit for putting together a strong team, for having a down home type intelligence.
Further, the argument that since some one else was an asshole, so it's ok when our guys are assholes is getting old. Past behavior does not excuse current behavior.
