And it seems that post might be pointing to what has recently been offered to the public as a sort of information gathering system as titled as above; "Vectors of Disinformation" except this monitoring of the social media is not so new AND I happen to know about this:

And that was published in April of 2010, BUT I am not sure if "published" means it was released to the general public. I received a copy through another means, not via a public issue.
This latest comes from that media entity I have seen so much love for, Fox News, so I am sure y'all are going to be so happy to see this link:

Abstract
Twitter is a social network that represents a powerful information channel with the potential to be a useful vector for disinformation. This paper examines the structure of the Twitter social network and how this structure has facilitated the passing of disinformation both accidental and deliberate. Examples of the use of Twitter as an information channel are examined from recent events. The possible effects of Twitter disinformation on the information sphere are explored as well as the defensive responses users are developing to protect against tainted information.
