I am pretty sure it's because the president is commander in chief of the armed forces.I'm curious as to why shooting baloons not only requires a presidential order, but that government officials, and reporting, have to keep telling us that. Thress times in this story. Is he trying to appear decisive? It seems like there should be some lower point in the chain of command they could handle these issues.

I work with several youth groups. When they come to me with a problem that they should be able to handle, I ask them what they think they should do. And when a youth leader starts micro-managing the leaders under him, we talk about the importance of delegating and developing subordinates.
