The International Atomic Energy Agency called for the creation of a nuclear safety and security protection zone around Ukraine's Zaporizhzhia nuclear plant, saying it is "still gravely concerned" about the situation at the facility. In a report detailing its findings, released Tuesday, the IAEA called for "interim measures to prevent a nuclear accident arising from physical damage caused by military means," including a security zone around the plant. The agency said it wants to start consultations with Ukraine — the operator of the plant — and Russia — its de facto occupier — about establishing such a security zone "immediately," as it will require agreement "by all relevant parties." The report also recommended improving working conditions for some 9,000 Ukrainian staff currently operating the plant, noting that they are "under constant high stress and pressure, especially with the limited staff available." "This is not sustainable and could lead to increased human error with implications for nuclear safety," the agency warned.

No. It was built by the Soviet Union.



The Russian Federation is the inheritor State to the Union and so can claim what should rightfully be hers from the dissolution. That includes Russians in breakaway Ukraine.

Uh .... no. They can't rightfully claim anything that is inside the borders of another sovereign country - an idea that is bullshit on its face. You think that everything built by Russians "should rightfully be hers"??!! SERIOUSLY ?? How ****ing ridiculous can you be? And as for Russians in Ukraine, that's even more ludicrous. There are more than half-a-million Russians in Brooklyn New York. Does that give Russia the right to invade and annex Brighton Beach?!!? What planet are you from?

(emphasis mine)

A treaty was signed by Boris Yeltsin, and then ratified by the State Duma in February 1999.
Putin violated that treaty when he invaded Crimea in 2014.
The nuclear power plant belongs to Ukraine. Period.
