You see, the military is part of our nation and to be more specific, part of our government for all intents and purposes, it's a federal agency which means it's policies ARE our national policies. Let a private organization set up a tent outside off the military base to distribute bibles to anyone who comes asking. It's common knowledge that each religion seems to believe they are the only one and that all followers of other religions are going to hell.
The book that is being handed to these people is a constant reminder of that belief and will be viewed as an insult.

I think this is more than just a few evangelicals "doing their thing". It's pushed, I've seen it. As an officer in the Marines I saw MANY officers push religion down the chain... "Get church attendance up" "get those men to pray before X"... I've seen plenty of it. As the OP outlined, the military has bibles printed in the local languages... That's proof enough of sanction.The willfully blind.
