Yes Trump has ordered US forces to resume supplying weapons to Ukraine including Patriot missiles. He also told Zelensky that he DID NOT order the pause in weapon supplies and is "not happy" with Putin and will "send Ukraine as much weapons as we can spare". Now he just needs to go all out and sell or give Ukraine enough weapons to wipe out Russia's summer offensive and end this war for good.

The reason is Russia is already facing huge Sanctions. Their answer is right out of the Totalitarian Playbook. They can't "officially" sell Oil. So they load it on "Shadow Fleet" Vessels. These are ships that Russia claims they don't own. Like Gangsters using holding companies to cover up the actual assets. However it took the entire world about twelve minutes to see through this Ruse. Now Russia is escorting these Shadow Fleet vessels with Naval Vessels to prevent them being boarded or seized.

Just the act of unloading/transfering Russian oil to a second country will subject the receiving country to the "secondary sanctions".

Currently the main culprits are China, India, and Brazil.

The EU is also lowering the price-cap on Russian oil from $60 bbl. to $45 bbl. No EU nation can pay Russia more than $45 for a barrel of Russian crude.

Landlocked Hungary and Slovakia still receive Russian oil from a Ukraine pipeline. Their oil carve-out will remain. However, the new $45 price-cap will dictate what they can pay Russia per barrel. Oil pipelines are metered at borders.

$45 bbl. amounts to a net loss for Russia. Moscow cannot profitably drill, extract, store, and ship a barrel of oil at $45 bbl.

The aim here is to deprive Putin of the money he requires to continue his war of aggression against Ukraine. The Russian economy is overwhelmingly petroleum-based.
