unless they have to act against turkey ,they cant get on well with each other,it means there cant be such a formation
But maybe becoming a single country would be the line they don't cross.
However, watching the bickering bitchiness that is the current EU, I don't see Europe coming together as a single nation governed by a single president and a single body, willing to wage bloody civil war if any of its "states" decide to succede.
