Where do you get the authority to tell people that? How about this. You do what you think is right, and refrain from ordering other people to submit to violence.

I have a carry wallet that houses a Smith and wesson 380 bodyguard semi auto handgun. It is designed to allow you to shoot the gun while it is in the wallet. It is designed specifically for dealing with violent criminals who demand your wallet

Depends. if they have the advantage-give them the wallet. Chances are, if you shoot them rather quickly afterwards, it will be ruled a justifiable shoot, even if you shoot them in the back because they have exhibited they are willing to use deadly force to harm others. If they have a knife and you a handgun and can put distance or an object between you and them, they should be shot unless they drop their knife.
 

If they have a gun or knife, they have advantage enough.

I don't know about you, but I don't want to risk life based on "chances"

When I board a flight, I want the odds of landing in one piece to be in my favor a little better than, "chances are" I'll make it to my destination alive
When I go out for a meal, I want better odds than "chances are you won't get food poisoning and die..."

So you gamble your life on "chances are" you'll survive

Yes, because "chances are" can refer to a 99.99% probability. It certainly doesn't imply a scant chance. Despite your assurances that you are a British subject who lives in the US despite hating most American things, I sometimes wonder if English is your first language.

I mean...shotguns are portable.

Not enough facts for me to tell you. I might well hand over the wallet and shoot the guy in the face with it. or wait till he turns and shoot him then. I don't know. If he's a tweaker or on something else, that means a whole different response. Generally, I have some pretty serious spacial awareness and if I even see a hint of what could be a problem I will go around it or be rather prepared if it comes to pass. If the guy appears to be a professional with no signs of being anything but that, I might well give him the wallet and try to remember the details as much as possible

Someone sufficiently skilled can draw and fire before someone with an already drawn gun can press the trigger.
especially if you move and shoot, or toss the guy your wallet while moving and drawing. I have slowed down a bit. My son can draw from under a jacket and hit a pie plate at 10 yards in under a second.

I saw it demonstrated a long time ago. Someone skilled can take the initiative by drawing and firing faster than the reaction time of the guy with the already drawn weapon.

Not much different than someone with his fist drawn back, claiming he's going to hit you. You can hit him first.

maybe we could have overwatch positions in bad areas of town. a couple top sniper/spotters who can take out robbers

I've often wanted to go on a sea voyage aboard a commercial freighter, from the Persian Gulf to the Atlantic - I think a Barrett 0.50" would work best - but you do need a spotter with good English.
