It seems to me that if there's any scandal here, it would be government agencies behaving inappropriately. Not Twitter behaving inappropriately by working with them, which is their right.
And if there's a scandal of government agencies behaving inappropriately, then the buck stops with the president. Especially since anything related to the 2020 election happened in the fourth year of the president's administration. It's not like it was his second week on the job and hadn't gotten around to fixing it yet.
