Did you ever consider how many millions of immigrant coming to this country had to learn English in order to survive and thrive without getting assistance from a federal government? How did they manage to do that?

Why should the federal government take on that burden when every state has a responsibility to educate its citizens? And how would you know that the work being done by government employees in January won't get done in the coming months?
