Legally, he cannot do this, because Article 1 Section 2 of the 14th Amendment says "counting the whole number of persons in each State", which has always been interpreted as everyone residing in the US.
The Census Act also governs how the Census is conducted, and the president does not have the authority to change the 10 year cycle.
He tried this before during his first term and it got nowhere, but SCOTUS is now in his back pocket so who knows?

The only outcome from this would be causing harm via decrease of funding for the poorest people in largely red states like Florida, Louisiana, Texas, etc.
Where there services and funding, etc could be even further slashed for healthcare and education.
