Trump finally explains exactly how drug costs will be reduced by 1000%

He probably doesn't connect that to one of the causes: that we are the ones with the stringent FDA requirements of proving safety and effectiveness. But also, America is a hugely profitable market for pharma drugs. Therefore, pharma companies have to cater to the FDA. And American patent law gives them protection, the deal being you invest hundreds of millions or even over a billion to develop a given drug, and we let you have exclusive sales for X years.

though who knows how he thinks he's reducing drug prices.

The Project 2025 guys do the handling and processing for him. His job is to try and regurgitate it back as best he can (which, as we can see, isn’t very well at all).
