State department officials, otherwise known as diplomats, can talk to anyone in the UK. It's one aspect of freedom of speech.

Tossici-Bolt was taken to court after refusing to pay a fixed fine for breaching an order that has banned protests in an area around the British Pregnancy Advisory Service (BPAS) clinic since 2022 over concerns that women who attended were being subjected to harassment and intimidation.

Following a trial last month, Judge Orla Austin convicted Tossici-Bolt at Poole Magistrates' Court on Friday of breaching the order, saying the activist was not lawfully exercising her right to freedom of expression.

Thoughts: I have no problem with saying "do not protest here" if there are credible reports of harassment etc of people trying to enter the facility, as long as there are places where people are allowed to protest fairly close by. No one is claiming Tossici-Bolt was harassing anyone, and her sign was debatable at best whether it was protest(though that was most likely the intent). It is Britain, which has better than average protection of free speech. If we were serious about free speech overseas, maybe we should look to much worse countries.
