And tourists, legal students (they are on visas), business people with visas should all fork out an extra $1000 that they 'may or may not' get back?

That a growing bureaucracy of more employees needs to collect, track, and then decide if it will be refunded? The US would lose $ and $$ from foreign travelers. $$ lost from US businesses that depend on those travelers?

Does this seem to make sense to you?
