From what I understand, if a member does not post in a thread, one cannot tag them.
If they vote/like a post, is that participation?
My opinion is yes.

Yeah, I think it's fair to say voting in a poll qualifies as participation in a thread.

If I were vote in a public poll but I did not post further in the thread, I think I am fair game to be tagged. I would think that is part of the point of making the poll public, so that we know we can be held accountable or called out for how we vote.
 
As I understand it, alerting a poster to a thread that they might be interested in is ok. Baiting a non-participating poster using the @ is not, and will be considered a call out. I'm sure that other mods might be able to explain it a bit better than that. As for me, I think that you're all intelligent and can figure out the difference.

It does, precludes harassment, callouts and such

And here I thought we were supposed to tag anyone we mentioned, as good manners (not talking behind their backs). Live and learn.
