I will bet this is just another programming cycle using the Regime Media. What is happening now, may have been ongoing contractual authorization from the last administration. As for the upgrading of equipment, this doesn't happen overnight. Be patient and resist the brainwashing.

If memory serves me correctly, in the 2012 campaign, Harry Reid falsely claimed Mitt Romney hadn’t paid his taxes and when later confronted about it said, “Romney didn’t win, did he?” And after a Democrat super PAC ran an ad scurrilously claiming Romney caused the death of a man’s wife, Obama’s aides and campaign staff claimed they knew nothing about the story or the ad and then it later emerged that deputy campaign manager Stephanie Cutter hosted a conference call which discussed that very same story and ad before it ran.
Democrats are first-class smear artists but third-rate liars.

The examples you provide involve political campaigns, where it is fairly typical, from both sides.

Here, it involves policy, tax dollars and public safety.
