Well it may well be a bad joke of course, but as I mentioned earlier the whole country if a joke. If you deny women the basic human rights to control conception and to rid of unwanted baby which may be a fruit of rape, then it means that you approve the rape to some extent. If you approve the rape , why not to accept softer stance to rapists ?
The jokes can end very soon and all the men will be implanted a computer chip, which will register all unauthorized acts of masturbation. And you will have to pay....
