Yowza. So Vietnam thought they had a trade deal in the works, with tariffs around 11%, but nah, Trump decided on his own that it would be 20%.

If Vietnam thought they would be able to continue aiding the Chinese in avoiding their tariffs, they were pretty stupid. Trump know exactly what Vietnam was doing and he's taken steps to end it.

Sucks to be Vietnam.

Given that there's not even really a framework in place yet, and given how little time Trump has given any country - let alone Vietnam - to establish trade practices more favorable to MAGA's ultimate position, the above has little or no validity.

It actually seems like you have it backwards: Trump's negotiators probably told Vietnam enough of what they wanted to hear that they both publicly declared they had a tentative roadmap in place, when in fact they didn't. What do I base that on? The results mentioned in the OP. Talk is cheap.

I doubt that he was really all that close to an agreement to begin with. He was close to some first steps, but now that TACO guy has to keep hearing about how he doesn't have all those deals he promised, he has to look like a tough guy. It's not going to work because countries like Vietnam know that while Trump can hurt individual nations, the USA can't fight and beat the whole ****ing world.

But don't tell that to his legions of MAGA worshippers.

It's not just "transshipping". It's Vietnam getting Chinese material to make products. That Chinese material is also under tariff.

Trump isn't going to allow Vietnam to help China avoid any of their tariffs.

His point is that Vietnam enjoys a pretty hefty trade surplus with the US, which it does, and it has a negative trade balance with China, which it does. So therefore it naturally follows that Vietnam is our serf, which it isn't.

To be honest, a modest rebalancing of trade might actually help Vietnam, but if @Mycroft and other MAGAs believe that they're going to buckle under our fury and pressure, I think they're in for a surprise. Starting a no-holds-barred trade fight would push China toward BRICS. They have forgiven Western colonialism and US hegemony, but they haven't forgotten it.

The problem is no one can trust Trump. They negotiate terms, come to an agreement, and then Trump just arbitrarily changes the terms. How can you get anywhere with that kind of reality?
