The idea of mounting tanks inside the cabin of a plane to spray chemicals really is silly, as far as I know. But the plane's fuel tanks are a fount of geoengineering. Depending what fuel the plane is burning, it could be nucleating twice as much frost, or even eight times as much in theory, to create "chemtrails" that people can see - which are claiming human lives.

The Louisiana bill, which became effective August 1, prohibits intentionally dispersing chemicals into the atmosphere to affect weather or climate. ... The idea of spraying sulfur dioxide (SO2) into the atmosphere is a proposed method of solar geoengineering, specifically stratospheric aerosol injection (SAI). The idea is to increase the amount of aerosols in the stratosphere, which would reflect sunlight back into space and potentially cool the planet. But the EPA warns SO2 can harm human health and the environment. Health experts say short-term exposures to can harm the human respiratory system and make breathing difficult. People with pulmonary diseases, particularly children, are sensitive to the effects of SO2. Additionally, it can 'react in the atmosphere leading to acid rain or form particles that harm health and impair visibility'.

From MIT:The chemtrail theory has been widely debunked by scientists, but that hasn't stopped some, including Health and Human Services Secretary Robert F Kennedy Jr , from declaring chemtrails a threat to citizens' health. Some health experts worry bills like these are indicative of how misinformation is moving beyond the online world and into public policy. Elevating unsubstantiated theories or outright falsehoods into the legislative arena not only erodes democratic processes, according to experts, it provides credibility where there is none and takes away resources from actual issues that need to be addressed. 'Every bill like this is kind of symbolic, or is introduced to appease a very vocal group, but it can still cause real harm by signaling that these conspiracies deserve this level of legal attention,'...
Legally, jet fuel can actually be 0.3% sulfur -- four to eight times higher than this already high average. 200 times more sulfur than in fuel used on the road.Although the environmental implications are complex, the MIT-led research indicates transitioning to an ultra-low sulfur jet fuel is likely to prevent 1000-4000 premature mortalities per year (if implemented globally), but may increase globally averaged climate warming caused by aviation by 1-8%. Commercial aviation fuel (Jet A/A-1) contains sulfur at concentrations of 400-800 ppm, although there is significant variation. By contrast, US road transportation fuel is subject to an ultra-low sulfur fuel standard of 15 ppm, which is about 97% less than jet fuel. Other jurisdictions including Australia, Canada, New Zealand, Mexico, Japan, India, Argentina, Brazil, Chile, Peru and the European Union have instituted similar standards for road transportation... SOx is predominantly a gas when emitted, but gets converted in the atmosphere to a form of fine particulate matter (i.e. small particles) called sulfate. Sulfate particles predominantly scatter solar radiation, some of it back into space, therefore offsetting a fraction of global warming, although whether this is climatically beneficial or not is a subject of continuing research.
