Said in 1962, 7 years before the moon landing it would have looked pretty silly after it.

Meh, the seminal research and development for modern rocketry and space travel was almost entirely discovered and pursued by individuals. If the state saw military potential or prestige behind these projects, they contributed funding.

The private sector is where to go for innovation. Even after 1962.
 
It appears cartoon has a different meaning in the USA. There was a time it meant a drawing, with a witty or ironic message/joke. Now it seems it's an angry rant with a bad photoshop added.
