Of course it's also used to spy on innoncents, why wouldn't it be? And of course they are selling to dictators, the money is good.
Governments don't only want to spy on terrorists. In their mind journalists and activists are as much threats. Especially for the regimes that are authoritarian and against free speech. And yes, Jamal Khashoggi and his family were among those the spyware was used to spy on, and Khashoggi's wife got the spyware on her phone the day after Khashoggi's murder.

And NSO will keep selling their spyware to anyone wanting to buy, and keep developing it to make it more intrusive. And no one will lift a finger to try to stop it.

When discussing states, the word "authoritarian" is redundant. Yes, some are worse than others, but they all spy on the people they rule over, and they're all against free speech. The US is the most free democracy in the world, yet the USG is always spying on Americans.

The solution to the problem is not to beg filthy governments to not spy on you, but to simply use an app like signal:

 

Pegasus spyware: Mexico one of the biggest targets


Pegasus is just going to keep being in the news as more is uncovered. With Mexico the question comes in two a) why did the Mexican government spy on journalists and b) did they share this spyware with criminal cartels (likely, considering the murder of Cecilio Pineda Birto who was shot dead after investigations of criminal organizations, and he was a target of the Pegasus spyware).
