They still have to meet the California standard for California customers. How does having to decide how many cars to produce to meet that demand, and retool the line for different tech standards, make any economic sense?

That's why there was a waiver given to California to set higher standards for the state for decades. Automakers decided to make cars meet it nationally. Now they can not meet the higher standards anywhere including California, if it passes.
