I just saw a Hulu news feature called, "The Weekly". I agree with their premise - Giuliani blames Biden for his flameout as a presidential candidate in 2008. When Rudy ran he capitalized on his performance during the 9/11 crisis.
During 2008 it was Biden, during a debate that authored the famous line, "With Rudy, whenever he speaks, it's a noun, a verb and 9/11.. he has nothing else".
Shortly after that it when Rudy had to drop out of the race. This is why Rudy's is out to get Biden - it's to get even for that slight almost a decade ago. The fact that Biden's trump's greatest threat to his reelection is just a bonus.
Rudy and trump are much alike - they never forget a grudge.
