Top Secret information is defined by the federal government as “information, the unauthorized disclosure of which reasonably could be expected to cause exceptionally grave damage to the national security.”
At least 2 top secret messages were found in the emails Hillary had on her private server.
Top Secret messages in the federal government exist only on computer systems that are isolated from all other communications systems. The are not connected to the Internet at all. They are only connected to other computers in the secure system. They refer to this arrangement as the "air gap". In order for secret messages to be sent to computers connected to the Internet they would have to be carried in a disk or flash drive to another, unauthorized computer, which would be a crime.
So the fact that Top Secret emails showed up on Hillary Clinton's private server is proof that a felony crime was committed. That's Title 18 Section 793, and it applies both to the sender and the receiver of the information, punishable by a fine and/or imprisonment for up to 10 years.
