Of course, this only helps those who want to destroy the "public" in public education.

Because there is no more "public education." It's no longer "universal" if parents individually ultimately control what their children are taught - it's just the individualized preferences and opt-outs/opt-ins of parents at work in the class room.

Put yourself in the shoes of your average teacher.....Johnny Jones and Jane Jezebel opt-out of x, y, and z while in the same class Ian Igloo and Irene Iwanna opt of a, b, and c.

Now you Mr. or Ms. Average teacher have to come up with tests that ONLY assess the areas each student was taught -- I mean, if I can't teach a, b, c, x, y, or z to certain students, I can't fairly test EACH student on all of those subject areas - areas I didn't teach them. And I can't used standardized tests for assessment (unless the standardized tests exclude a, b, c, x, y, and z).

So, now, how do you assess the effectiveness of teachers if there isn't a universal assessment for what the children learned over the course of a semester or a school year?

OK, ranks 48 of the 50 states in education. It is ridiculous for a state with one of the worst education systems in the country to focus on putting religion in ther public schools. Why not focus on a STEM curriculum.
