A difference between a serial killer and a mass shooter is that the latter often makes no attempt to flee from the crime. School shooters are hellbent on causing maximum carnage. Leaving early without as many deaths in order to have a better chance of evading arrest would be too high a price in their warped minds. How is society meant to defend against kamikaze gunmen like these? Even if a good guy returns fire at the bad guy, there's still a risk that both could be killed or seriously wounded if the mortal injuries take a small bit of time to impair the mobility of their trigger fingers. Unless the death of the ambusher is instantaneous, then they could kill with a second shot. So a gun isn't a guaranteed defence.
