You should try reading legislation instead of just running with “critics say.” The bill “As enacted, prohibits the intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight.”
It is a prohibition on cloud seeding and geoengineering.

Cloud seeding and geoengineering have nothing to do with with aviation safety or efficiency so the State of Tennessee is free to regulate it.
