Not only is the Chemtrail lunacy hilarious, but Tennessee has also managed to ban exhaling.

You should try reading legislation instead of just running with “critics say.” The bill “As enacted, prohibits the intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight.”


It is a prohibition on cloud seeding and geoengineering.
 
How long before some 'concerned citizens' are demanding that the state govt investigate Flight XYZ that flew over Tennessee laying down some contrails? All this type of stuff does is inspire the crazies to get more crazy.

That just means Tennessee has to prove motive in a space they don't have jurisdiction over.
What it means is that the State of Tennessee has banned cloud seeding and geoengineering activities within its borders. Which it does have jurisdiction over.
