If there is a user whose username does not have alphanumeric characters but instead only symbols, is there a way to tag that person in a post aka @phoenix2020 ?

Did you run across one that didn't work? I could see someone with an @ symbol or \ in their username causing an issue. Hopefully any characters that cause errors aren't allowed to be used for new usernames (although they probably weren't prevented when the board was using different software).

Yes, there is at least one poster whose name is entirely symbols (not trying to call anyone out) and I notice that it does not work. There may be others as well.

Nevermind - it does seem to work. I swear it didn't some weeks ago but perhaps I was mistaken or there was an upgrade or improvement. In either case - mods, thread can be closed.
