I'm having difficulty verifying your assertion; basically, the latest figures I can find for terrorism statistics are from 2011, and the trend is mostly downward.
The Washington Post has a graph, total and fatal terrorist attacks in the US by year, 1970 to 2011, which does not show the increase either.

He knew ISIS was growing...but did he have foreknowledge of ISIS' offensive into northern Iraq? And in the VERY unlikely event that he did, how exactly is this a dereliction of duty since it does not involve Americans or American soil?

Here's the deal. People are sheep and will support the party, no matter what. Before 911, Bush had an intelligence report that al-Queda was going to strike and did nothing about it. Then 911 happened. Democrats attacked Bush, and Republicans defended him. Flash forward to today, when we find out that Obama has been given intelligence about ISIS, and has done nothing. And what's happening? Republicans are attacking him, and Democrats are defending him. This thread, just like the one about Bush years ago, is just another partisan circle jerk.
