Yes, in order to work socialism must have citizens who are saints, who defy every expectation of human nature and act with perfect selflessness. That's one reason why socialism always fails.
The deterioration in US-Venezuela relations has been Venezuela's own doing. This apparently follows the oft used gambit of blaming internal woes on imaginary external enemies. Other than sanctions against specific government officials in Venezuela for violation of human rights I'm unaware of any US sanctions against Venezuela. The US has maintained normal economic relations with Venezuela in spite of multiple treaty violations on Venezuela's part.
