Yes, persistence is a necessary condition for any harassment. Many in these silly times we live in forget this.Only if you continue after being asked not to, in my fevered opinion.
And that includes ignoring non-verbal signals which indicate you should stop bugging her.
If a woman calls a man "a complete dick neanderthal," is it sexual harassment in your fevered opinion? No, being a complete dick neanderthal is not sexual harassment, in my fevered opinion.
What does your HR department have to do with these OP examples? An HR department would say that any action or activity that is of a sexual nature that makes someone else uncomfortable is sexual harassment.

It's all libido. If you consider disgust and scorn sexual, I guess so, in my unfevered opinion.
I'm afraid I'm not as ready as you to ignore my own moral intuitions in deference to the legal virtuosity of HR bureaucrats, but as you acknowledge, all but one of my examples are set outside the workplace and beyond the authority of HR departments.Because your or my opinion doesn't matter.
Now, outside of work? Sexual harassment has to involve some type of actual harassment. None on your list applies, in my opinion.

But in an earlier post you make note of the "sexism" of the OP questions/examples, and so you appear to distinguish, rightly, between sexism and sexual harassment, and I wonder whether your faith in HR departments extends to their hewing to that distinction in their judgments?

In any of the scenarios you described above the answer is "yes" if the woman you're hitting on expresses discomfort with what you're doing. If you continue the behavior after you're asked to stop then it's harassment.
How many threads like this where right-wing nuts claim they don't know how not to be a dick. So pathetic.

Probably no more sexual harassment than a woman wearing, extremely low cut tops, short short and ultra tight skirts and passing too close to some poor guy with too much sway in her walk.
Welcome to Millennial America, the Land of Endless Allegations.Women absolutely receive deferential treatment. Their accusations carry far more weight. Just look at the Bret Kavinaugh flop.

"Sexual harassment," like beauty proverbially, seems to be located in the eye of the beholder. A dangerous site for legal consequences.no

How do we account for the discrepancy? One may use the slang term for the male genital organ to characterize a man given to certain behavior, but one may not -- on pain of severe recrimination or censorship -- use the slang term for the female genitals to characterize a woman given to certain behavior. How is this double standard rationalized by those subscribing to the double standard? How many threads like this where right-wing nuts claim they don't know how not to be a dick. So pathetic.
Social etiquette as a matter of law? You're comfortable with that? For the most part, yeah. Don't be a douche that leers at women, whistles at random women, or any number of other things that shouldn't be that difficult to not do as a decent human being.
Interesting. It's all driven by a woman's fickle fee-fees. Either actions are prohibited or permitted. We are supposed to be a nation of laws.
