in the sense that a well regulated militia is one in good working order, yes, a militia in good working order would have weapons that work properly

Moreover it would have standardized weapons that are reasonably current and not a man armed with a muzzle loader (in good working order) while the man next to him has a Colt .45 (also in good working order).

that makes sense as firearms types diversified. it used to be that all the rifles used the same powder-but had different bores. When you bought a rifle, you normally bought a bullet mold sized to it. as rifles started using cartridges, uniform cartridges would make things far easier. So those reporting to the muster might have been instructed to all have 45-70 rifles or 30-06 rifles.

Isn't that a infringement ?

You'd effectively be banning certain types of gun for people who can't afford to buy a whole arsenal of guns.
