If businesses located factories next to internment camps, the inmates could work there and it would give them something to do. The wages could basically be slave wages. After all, they're already getting 3 hots and a cot. They could build a little village around it where the inmates' American families could live. They could visit on week-ends.
Seems like a win-win.
