It's like saying the DA in Los Angeles has single-handeldly decreased the crime rate through his innovative crime measures and not mentioning he refuses to add the separate gun charge and is being sued over it with the case lagging a year and a half, not prosecuting violent felonies when the perpetrators are "of color", the police knowing all this and just not making arrests or bothering to investigate because they know the case will not be taken, etc.
