You can see what's being taught down the street from you so I'm not sure why they need to request anything from the school district at all. Unless it has nothing at all to do with what is being taught.

It’s not just curriculum, much of the curriculum and how it’s taught is communicated through different ways from teacher meetings, to directives by administrators, to influence by activist groups, etc. most of these are not discussed in public areasMost school curriculum is available online. in my former state they couldn’t bill you hourly for documents. They could charge fees for media, but given the job duties of these officials include responding to records requests that’s just a taxpayer provided service

Once we get a request we estimate the cost and let the person know in advance and they have to agree. If it's a minor amount (say under $50) once they agree we will provide it and expect payment. If it's a major amount, we will require pre-payment of the estimate (and will refund or bill for a differential).

No teacher in their right minds would want to remain a teacher if their worst critics were given access to their discussions amongst each other. And for what purpose? Even if they said something simple, like, "Hey, I like what Trump/Biden did on X"--the next thing you know, they want that teacher 'cancelled' and removed from her job for indoctrinating children with political speech.
