Russia has failed to defeat Ukraine, that's a loss for Putin. He's not likely to get it done and without that his days are numbered. The Russian economy is not in great shape and is being propped up with dollars from the government from it's black market oil sales and used to keep manufacturing war materials. Putin's decision loop is so short now that he literally can't think ahead. He would start a war with the Baltics on Monday with the full knowledge that it will go pear-shaped by Wednesday, because it is Monday now and he has to do something before HE goes out a window.
