I recall it well. Friends of ours were traveling to FL to visit us and spent 3 days just outside of Atlanta waiting for the highways to be cleared. Being Cabadian they got a chuckle out of it.
 
I've reached an age at which I don't commute through horrible weather unless I have to. When I started my career many years ago, I drove through some extremely bad stuff. It's just not worth it anymore.
 
I was stationed @ Ft Gordon, outside Augusta, in 1973. It snowed pretty good one night and the base was paralyzed. By 2nd mess everything had melted.
 
I would imagine any big city which hardly ever gets any snow would not have the equipment to address it. As an example, Denver is loaded with snowplows ready to go whenever snow is expected. Also, many of the cars have snow tires or good all weather tires. So, the city and the drivers are prepared. If they weren't, it would be a mess.

Atlanta traffic is crazy. I can imagine slick roads would cause tons of accidents and the accidents would cause gridlock on the already way too crowded roads.
