This is another example of the gop governing...or as I like to say, republicans don't govern, they rule. How does refusing the expansion of medicaid help their 'constituents'? The populace is for it and yet the gop leadership says hell no. Are folks so entrenched in their party they will keep voting for folks unwilling to help them?The embers of Medicaid expansion politics continue to burn in some of the 12 remaining holdout states.

Living in Oklahoma I'd opine there Texas has several regressive policies. Given the oil industry's massive earnings in the state it is a wonder they only pay less than 3% of the total taxes collected...The vast majority of Texas revenue is from the (very regressive) retail sales tax. Raising that tax (rate) would mean that the very poor would pay more (sales) taxes to provide the expanded Medicaid benefit to those less poor.
Actually, when given the chance to vote on the issue as a stand-alone, they vote their interest. For years Oklahoma fought federal programs, refused to cooperate on items like Medicare expansion. However, our state does allow for stand-alone votes on things like medical marijuana and Medicare expansion. Get enough valid signatures and the question is voted on by the citizens and not partisan legislatures. Both have passed by vote of the people...Yes.
