Yes, navigational rules state that smaller boats should give way to larger boats, based on draft and limited mobility.

But also he could have just maintained course and speed, or stopped, or done anything other than run into a law enforcement boat.

FYI = The underlined isn't really accurate. There's no 'give way to size' rule. There are rules about 'vessels constrained by draft' (ex large vessel in a channel) and 'vessels restricted in ability to maneuver' (ex. vessel dredging, or fishing with nets) that don't apply here.

The primary rule is 'avoid a collision' - but it sounds like the issue here was more a stubborn fisherman who doesn't like being told where he can't go.
