Canadian lieutenant-governor of Newfoundland and Labrador told a joke at a ceremony last week:

"This fellow said, ‘I was so depressed last night thinking about the economy, wars, jobs, my savings, social security, retirement funds, etc., I called a suicide hotline and got a call centre in Pakistan. When I told them I was suicidal, they got all excited and asked if I could drive a truck.'"

I think it's pretty funny relative to most things you hear politicians say. It's inappropriate, but I'm not sure a joke can be funny otherwise.
 
Yes, it's funny. I would say that it is only inappropriate if there were Pakistani nationals in the audience. And yes, telling jokes of this kind should be considered acceptable.
