That was one more "irregularity" in that the envelopes and the ballots were separated and no audit trail was left.
Regarding any step in the process, ALL parties to appointed to authenticate ALL ballots need to be present or the process is, obviously, flawed.

EVERY mail in ballot should be approved by members of all parties included in the race when opened and still attached to the identifying envelopes.
If ALL ballots were not approved by ALL parties involved in the race, any ballot counted as a result is illegitimate.
If the process mandated does not demand this process to be employed, then the process is corrupt.
In this process, as is true in so many, being legal and being just are very different things.
