People were not "encouraged to panic". They were encouraged to act on the side of caution.Trump was overly optimistic in some of his statements. No doubt. Lots of people were also overly pessimistic. The whole idea of "If you catch this bug you're going to die" was promoted day and night. People were encouraged to panic! The negative propaganda was pumped out of metaphorical fire hoses and pretty much every commentary that suggested something other than panic was viciously attacked. There was no balance whatsoever and it will likely be decades until we get a reasonable, rational analysis of both the threat and the efficacy of the various mitigation efforts.
What was known it was very contagious; many people died after contracting Covid.
Much was not known about covid-19 and how to treat it when it first started. Hence, the social distancing, mask, stay at home, etc.
