the language is rather vague, it seems to address current civilian employees, but it is not really clear...

possibly could be interpreted however they like...

I don't see that as a back door draft at all. In fact, I like the intent of this program, which is to train an expeditionary workforce, that I assume will be subject to the military chain of command, so that our soldiers can fight, and at the same time, we can have good people doing civilian functions, instead of Blackwater guys who run around toasting civilians.

If there is to be another draft, there will be no back door to it.
 
if you read the notice- if they cannot accomodate you, i.e.- if you decline to go, but they cannot get a volunteer, then you are "required" to go.

If that happens, will you go to jail if you refuse, or do you just lose your job? If you just lose your job, then it's no draft.

Wait, isn't this what Haliburton and Blackwater already does? :lol:

Volunteers doesn't necessarily mean volunteering for the service itself. The State dept. asks for employees to volunteer to work overseas first before making assignments.

Staying the course, as it appears to be heading, will eventually perpetually expand itself into a mandatory call of duty of its citizens until war funds cease to provide the means to exist in physical conflict abroad. POV
