I haven't been following this closely, but what exactly does a signup mean?

But just how many people fully enroll in the program this year remains to be seen. The latest figures reflect those picking plans, not paying their premiums. Only those who pay their first month's premium are considered enrolled, while those who don't pay have their policy selections canceled.
Insurers have said that the share of people sending in payments is in the 80% range.
Also, the total number of enrollees nationwide is not that important a number, experts have said. What's more critical is whether enrollment meets each insurer's expectations since that's what will determine premiums for next year. Insurers are looking at both how many people pick their policies and how many claims they file.
Many experts are watching the share of young adults picking plans since they are considered healthier and less costly than older enrollees. Some 25% of those signing up are between ages 18 to 34, as of the end of February, the latest figures available. The White House and independent experts had forecast about 40% would be young adults.

But you wouldn't call it a success?Not if it was old people in immediate need of treatment that had insurance to begin with, no.
If it consisted of young and/or healthy people that paid, then there'd be some promise in that number.
What happened to the 40 million people clamoring all over each other in need of healthcare?
Did we just change the entire system for $6 million people, most of which are old people that already had insurance but had to sign up for this to continue treatment they were receiving?

This forbes article does a pretty good job explaining it. Essentially, you have to pay at least one month of premiums in order to be officially "enrolled" in health insurance. Sign ups are people who have signed up for insurance but haven't paid for it yet.
The White House announced that 6 million people entered some kind of information on the websites. No mention of how many of them actually paid. No mention of the fact that we were constantly told that there were 48 million uninsured in 2012. No mention of how many of the 6 million were from the group of 5 million whose insurance was cancelled.
But to the left, this is exciting news?

The idea was to have 7.5 million *PAYING* customers by Monday. Otherwise is couldn't pay for itself.
